The city’s public smoking bylaw — which is Manitoba’s toughest — survived final reading at 1:15 a.m. today with only one last-minute change. Council, which had earlier defeated two versions of the butt ban, approved the bylaw 8-3. Councillors Dave Burgess, Todd Lumbard and Ken Fitzpatrick cast the only opposing votes, saying they were concerned about the impact on business. The bylaw will ban smoking in all enclosed public places starting Sept. 1. The Brandon law would issue fines for lighting up in all city restaurants, bars, arenas, bus shacks, stores and other workplaces. They would reach $1,000 for individuals and $5,000 for proprietors. Winnipeg’s law exempts bars and lounges.
