Bellringer says CFS slow to make recommended changes

Manitoba auditor general Carol Bellringer says the province has been slow to implement several recommendations her office made six years ago to improve child and family services in the province.

In a report released today, Bellringer said the province’s Child and Family Services Division has yet to assure that the Child Abuse Registry is complete and updated in a timely manner. She said the province has also failed to amend regulations requiring criminal record, child abuse registry and other checks for foster parents and other adults with unsupervised access to foster children.

Bellringer said CFS has made little progress in ensuring effective, centralized case management. And it has been slow to review the finances of the supervising authorities that monitor CFS agencies. She said the province has also failed to conduct recommended quality assurance reviews of such authorities.

The auditor general also reported little progress in resolving child maintenance funding issues with foster parents.

Bellringer noted that the Family Services and Labour Department had implemented or provided alternative solutions to 15 of her office’s 29 recommendations in 2006. She categorized the department’s response to the other 14 as "in progress."
