Want a say in the future of Brandon and its surroundings? Now is your chance.
After a two-year update process, the Brandon and Area Planning District (BAPD) board will hold a public hearing on its proposed new Development Plan tomorrow.
The document is a long-range plan that helps direct development and manage change in the district, which includes the City of Brandon and the surrounding RMs of Elton and Cornwallis.
“(It) reflects a common long-term vision for our planning area,” explains Dan McPherson, the rural planning services manager with the BAPD. “The plan allows us to make planning decisions about the use and development of land that represents the public interest.”
A copy of the plan bylaw can be found at brandonareaplanning.mb.ca. The proposed new plan targets:
• Efficient, attractive and well-planned residential, commercial, institutional, agricultural, recreational and cultural developments;
• Provision of a reasonable supply of appropriately designated land to accommodate development;
• Appropriate locations for proposed land uses, compatibility with other developments, transportation systems and the general environment;
• Appropriate infrastructure to minimize associated public expenditures;
• Protection of people and property from flooding, erosion and other natural hazards;
• Brandon as a regional service centre;
• Infill development, including re-development of serviced lots and the development of new sites that are immediately adjacent to developed areas;
• Art as a catalyst to foster civic pride, both in public improvements and private developments.
“The function of land-use planning is to help building sustainable communities in the interests of the common good,” adds the city’s planning director Louisa Garbo. “The development plan is intended to provide the strategic framework and policy context for all planning decisions.”
After the public hearing, set for Thursday at 7 p.m. in Council Chambers at Brandon City Hall, the board is scheduled to vote on repealing its current plan and replacing it with the proposed plan.
If that vote passes, the plan moves to the provincial Minister of Local Government for approval. After that, it comes back once more to the BAPD for final approval.
Once enacted, the new plan will assist planning staff and elected officials when making decisions about developments in the district.
