At around 9:30 a.m. Thursday, Brandon police saw two men tampering with a vehicle parked in the area of 17th Street and Lorne Avenue.
It is believed that some type of substance was poured into the gas tank, police said in a release Friday.
An attempt was made to arrest both suspects, but one of them tried to run away and was located hiding in the area with the assistance of a police service dog.
The suspect was wearing a balaclava in an apparent attempt to disguise his identity.
A 20-year-old Brandon man is to appear in court on Dec. 13 on charges of mischief to property, resisting arrest and wearing a disguise.
A 33-year-old Kemnay area man was to appear in court Friday on charges of mischief to property, possession of proceeds of crime and breach of recognizance.
The latter also had a substantial amount of cash on his person when arrested.
