Brandon’s next city manager will need to provide “personal leadership for projects and programs that are highly sensitive, political, or controversial,” according to a job posting from accounting firm MNP.

Last month, city manager Ron Bowles announced that he will be leaving Brandon at the end of August to pursue a job in West Kelowna, B.C.

Fire Chief Terry Parlow started as acting city manager effective last Thursday.

At the July 29 Brandon City Council meeting when he was appointed, council also voted to delegate the task of hiring Bowles’ permanent successor to MNP. The accounting firm is also leading the search for Brandon’s next police chief.

The 11-page job posting document says the successful applicant will be eligible for an annual salary of between $212,447.76 and $229,218.97, a defined benefit pension plan, disability and life insurance, as well as a Manitoba Blue Cross comprehensive plan.

It also outlines the responsibilities, qualities and qualifications the city wants to see in its next chief executive.

The city defines its ideal candidate as someone with a bachelor’s degree in public administration, business administration, political science or another related field, with a master’s degree being even more desirable.

Brandon wants applicants to have at least 10 years of “progressively responsible experience within a public sector environment” and at least five years “in a progressive leadership position.”

Candidates should have a proven track record in managing for efficiency and effectiveness of a large and complex local government organization, including working with multiple unions, the document says. They should also possess proven fiscal management experience and expertise.

Other desirable qualities include knowledge of legislation, knowledge of events on the global, national and provincial stages, creative thinking, communication skills and the ability to build consensus.

To sell potential applicants on Brandon, the application describes the city as the growing and diverse centre of a regional economic hub, with low cost of living and easy access to Winnipeg, Riding Mountain National Park and other outdoor recreational areas.

No application deadline is listed. Previously, Mayor Jeff Fawcett told the Sun he hoped the next city manager would be in place by early next year.
