The City of Brandon is finally gearing up to start work on the first part of the southeast drainage project in the new year.
In mid-December, the city put out a tender looking for a contractor to carry out phase one of a five-phase plan to improve drainage in southeast Brandon with an estimated price tag of just over $30 million.
In an open house held on the project in October 2022, the city acknowledged that ponds in the area have insufficient storage to accommodate the water from large rain events, that drainage pipes in the area have insufficient capacity and that there was limited capacity for collected water to flow out of the drainage pond near Crocus Plains Regional Secondary School.
Originally scheduled to start construction this year, phase one will see the construction of 2.2 kilometres of drainage sewers, a new naturalized stormwater pond east of First Street, a temporary drainage outlet to wetlands near 17th Street East and improvements to the Crocus Plains drainage pond.
The tender states that the new drainage pond needs to be complete by Dec. 31, 2024, the improvements to the Crocus Plains drainage pond by March 31, 2025 and the installation of natural vegetation at the Crocus Plains pond by June 30, 2025.
Under the timeline the city presented in 2022, phase two of the project is supposed to be completed by 2024, phase three by 2025, phase four by 2025 and phase five sometime later than 2025.
At a ward meeting held in April, city staff said that timeline had been extended by six to eight months.
Work in those phases will include the construction of more drainage and relief sewers, more drainage ponds, a pump station to manage water around the urban preserve for the endangered small white lady’s slipper orchid and an outlet for water to flow into the Assiniboine River.
Related improvements to the drainage pond at the municipal cemetery and associated relief sewers are supposed to be complete by 2024.
Brandon City Council approved $30.14 million in borrowing for the project with an original projected cost of around $32 million. However, council received a report in late August outlining a worst-case scenario where costs climb to the neighbourhood of $58 million.
The city is attempting to get federal funding to help pay for the project.
