Manitoba’s police watchdog has cleared Brandon officers of any wrongdoing in connection with a man who claimed his ribs were broken after a struggle with police.

The Independent Investigation Unit of Manitoba investigation was launched Feb. 26 — about six weeks after the incident — and the final report was made public Monday by IIU acting civilian director Bruce M. Sychuk.

On Jan. 9, at about 1:13 p.m., Brandon police officers were executing an order under the Mental Health Act at a home on the 1400 block of Applewood Bay, according to the report. As officers approached the door, they said they observed the man holding two large objects. When officers advised the man they were taking him into custody, he went inside and officers followed.

There was a struggle in the living room and officers used force to handcuff the man.

When the man later complained to officers that his ribs hurt and he said they were broken, he was taken to Brandon Regional Health Centre for X-rays.

After interviewing the affected man, IIU determined he did not suffer broken ribs, the civilian director wrote in his report, adding that the evidence does not demonstrate the affected person suffered a serious injury, and the matter is considered closed.
