THE former director of corporate services for the Canadian Grain Commission is the new chairman of Manitoba’s Public Utilities Board.
Régis Gosselin was named Monday by Jim Rondeau, the minister responsible for the PUB.
The board sets rates charged by Manitoba Hydro, Manitoba Public Insurance, all water and sewer utilities outside Winnipeg and natural gas and propane utilities.
Gosselin has been a member of the board since July 2011 and replaces Graham Lane, who retired as chairman on March 31. Lane will act as an adviser to Gosselin.
His appointment comes as Hydro and MPI are going to the Manitoba Court of Appeal over how much jurisdiction the regulator has in their business plans. With MPI, the PUB wants access to all areas of its operations, including those that have nothing to do with Autopac rates.
With Hydro, the PUB wants to examine its confidential export deals with Minnesota and Wisconsin.
Premier Greg Selinger said in an earlier interview that with changes at the top of the PUB and Hydro — Scott Thomson is to replace Hydro boss Bob Brennan — a more cordial relationship can bloom.
Gosselin, who is bilingual, has also worked for the Fédération des Caisses Populaires and Entreprise Saint-Boniface, a community economic development organization.
