A man accused of bear spraying a woman and allegedly found crafting a machete was given a shot at bail Thursday afternoon.

David Clipping, 33, is charged in incidents from late 2021 and early 2022. He is presumed innocent until proven guilty and the charges have not been proven in court.

On Oct. 20, 2021, Brandon police responded to a report that a woman went into the bathroom of a Victoria Avenue Subway restaurant saying she had just been bear sprayed, Crown attorney Grant Hughes told the court.

When police arrived, they found the woman, who was reportedly “traumatized” and her eyes swollen and red. The officer could allegedly smell bear mace in the air, Hughes said.

The woman said she was across the street at a house when Clipping allegedly bear maced her, the Crown said.

A few minutes later, police reportedly found Clipping and a woman sitting on the front porch of an Eighth Street house, he said. Police allegedly found bear spray in a backpack Clipping was carrying.

Then, on March 5 at approximately 4:40 p.m., police were called to Princess Avenue for a report of a person grinding a large sword, Hughes said.

Police allegedly found Clipping “operating a grinder, shaping and sharpening a piece of steel approximately two feet in length into a machete,” Hughes told the court. At the time, Clipping was allegedly under court-ordered conditions not to possess any weapons.

Hughes opposed Clipping being released on bail. He said the allegations of him producing a weapon are concerning, but he has not seen photos of what police found yet.

Clipping is also accused of failing to attend court on two occasions.

Defence lawyer Anthony Dawson said there is a chance the charge of making a weapon could go to trial. Dawson said Clipping was trying to grind the metal down to use it to repair his bedroom door after it had several holes in it.

“I think trying to prove that he was intending to grind and sharpen this piece into a machete — I think there might be some difficulty with proving that,” he said.

He suggested a bail plan that would have the accused following a curfew and abstaining from any drugs.

Judge John Combs released Clipping on bail, saying the Crown might have a hard time proving the object Clipping was sharpening was indeed a weapon.

Clipping is next scheduled to appear in court later in March.
