The intersection of First Street and Richmond Avenue is set to be reworked so that all four legs have an advance left-turn signal by 2026.

At Tuesday’s Brandon City Council meeting, city manager Ron Bowles said the city’s engineering department studied the number of motorists turning left at the intersection and spent time observing the intersection in person.

This allowed them to confirm “some residents’ concerns that throughout the day, that the intersection of First Street and Richmond Avenue experiences delays in left-turning movements,” Bowles said.

“The city has shared this data analysis and options for improvement with the Province of Manitoba’s transportation infrastructure group for consideration to add a left-turn actuated signal for all four legs of the intersection.”

The intersection is one of the provincially run arteries that go through the City of Brandon. Bowles said the province has indicated that it will add those left-turn signals, but the intersection will need to be reconstructed as the existing sensors and power infrastructure can’t accommodate them.

By email, Manitoba Transportation and Infrastructure confirmed that the work will be done, with the “design process expected to start this year (2024) and construction work currently scheduled in 2025/2026.”

“The addition of advance turn signals at all four approaches at this location will improve overall intersection operations and safety by giving left-turning traffic early protected access to the intersection without drivers having to detect and select gaps in the opposing through traffic stream,” a spokesperson said in the email.

Because work might not be complete until 2026, Bowles said the city will continue to monitor to see if any changes need to be made on its end.

Coun. Tyson Tame (Ward 10), who represents the area that includes the intersection, said at the meeting that it is “great that it’s in the queue and I think all residents will benefit from that.”
