The City of Brandon started accepting expressions of interest from companies on Monday to refurbish its ailing bus fleet.

Last month, Brandon Transit reduced service on three routes (5, 8 and 14) from twice an hour to once an hour.

An accompanying media release from the City of Brandon attributed this to several buses reaching or surpassing their life expectancy. While there had been plans to buy new buses, there was concern that the existing fleet might not last until they arrived.

Then, at a city council meeting last month, a vote passed authorizing Brandon Transit to look at refurbishment as part of its capital plan.

According to the tender, Brandon wants 14 of its 17 buses to get interior, exterior and mechanical refurbishment over the next three years.

The goal is to extend the buses’ lifespans for another eight to 10 years. Currently, the city said it expects an 18-year lifespan for its buses and each bus travels an average distance of 55,000 kilometres per year.

“The city requires their buses as close to ‘like new’ condition as possible thus making the scope of work detail driven,” the tender says. “The city will work with the Contractor on a component-to-component basis. The buses have had regular maintenance with a new transmission and engine replacement over their current 14-year lifespan.”

Parts that need to be restored to like-new condition include the body, seats, heating, air conditioning, front suspension, rear suspension and axel, brakes, engine, transmission, fuel system, exhaust system, power steering system, wheels and tires, electrical systems, radiator and surge tank, wheelchair equipment and safety features.

Bidding for the expression of interest closes on Monday, Sept. 23 at 5 p.m. The city expects the winning contractor to be named within two weeks of the closing date.

The tender says city council may need to approve work done in the 2024 and 2025 fiscal years and council approval will definitely be needed to include the work in the 2026 and 2027 financial plans.
