Art Van Winkel — the stationary fixture outside a Minnedosa art store — got his head back in the right place this Christmas season. Art lost his head (literally!) to thieves several times this year. As part of the latest attempt to capitate him, Art now has a camera pointed at his head for surveilling any mischief makers, as well as an air tag installed within.
