A Brandon Police Service officer has been charged with a criminal offence after a woman suffered a serious injury related to her arrest about 18 months ago.

Const. Brett Long has been charged with assault causing bodily harm following an investigation by the province’s police watchdog.

The Independent Investigation Unit of Manitoba launched an investigation into the incident on Sept. 26, 2023.

One month earlier, at 11:56 p.m. on Aug. 25, members of BPS responded to a call in the area of First Street and Cornwallis Crescent regarding a woman causing a disturbance, the IIU said in a media release Thursday.

During the call, officers arrested a woman and returned her to her home.

On Aug. 31, the woman went to BPS headquarters and filed a complaint about injuries she sustained during the incident.

About two weeks later, BPS learned that the woman had a broken collarbone, said IIU.

Long was issued a summons in connection with the assault causing bodily harm charge on Wednesday.

Having just been charged, the allegations against Long have not been proven in court and he is presumed innocent.

This is the second BPS officer who has been charged with a criminal offence in less than a month after being investigated by IIU.

On Feb. 27, IIU said that BPS Const. Myran Hamm had been charged with one count of assault causing bodily harm and one count of dangerous driving causing bodily harm after completing its investigation.

Hamm was charged in connection with an incident that happened on Sept. 24, 2023, on the corner of Victoria Avenue and 10th Street in front of BPS headquarters.

Brandon police officers were responding to a call regarding a man attempting arson. When he ran from the scene, he was hit by a police car and taken to Brandon Regional Health Centre, where it was determined he had a broken arm.

According to an IIU annual report, the police watchdog organization was notified of incidents nine times by the BPS for during the 2022-23 fiscal year. The year before, it was notified six times.

The Police Services Act requires the IIU to be notified when a police officer is alleged to be involved in a death, serious injury or contravention of a federal or provincial law.

The IIU does not accept complaints directly from the public. Instead, Manitoba’s Law Enforcement Review Agency handles complaints from the public about police conduct.
