The preparation for a new 17-lot residential development in Forrest will cost the Rural Municipality of Elton $1 million.

Elton council unanimously approved a tender of $1,000,000.63 to Hodgson Construction Ltd. at its council meeting on Tuesday, according to draft minutes the RM posted on its website.

The project will include extending two roads and complete drainage and watermain work to prepare land for 17 new lots on the east side of the community.

“We’ve been trying to get here for quite a few years now, so it’s good to get to the stage that we know that construction is not that far away,” Reeve Ches Bollman said.

The $1-million bid was the lowest of about six bids, Bollman said Friday evening. The other bids couldn’t be found online. Phone calls for additional information to the municipality’s CAO Friday afternoon weren’t answered.

Bollman said the bids were higher than the municipality expected.

“It was a little higher than maybe what we first thought. But things have gone up, so not unusual this day and age,” he said.

The municipality plans to sell the lots once the work is done, which is how the money will be made back, he said.

The current plan for the development includes nine single-family homes and four duplexes.

“We can go forward now, and hopefully they’ll get some of the work done this fall and get started if the weather co-operates,” Bollman said.

The development is Phase 3 of a three-phase plan that dates back to 1995. The current expansion will see McGregor Street and Tulloch Avenue extended.

Earlier this week, Bollman said the absolute earliest homes might be built is next year.

Council voted 6-0, with Coun. Neil Waldner (Ward 1) not participating because of a conflict of interest, according to the minutes.

After the vote, council approved the purchase of “approximately 12” light standards from Manitoba Hydro for the Phase 3 plans, which will cost $4,931 each, the minutes said.

Bollman said council approved the motion with the term “approximately 12” because the standards have to be a certain distance apart, and the municipality doesn’t know the exact number it will need.

If the municipality does buy 12 standards, it would cost $59,172 and would include their installation, Bollman said.
