Brandon city council has awarded a contract at nearly double the budgeted price.
Council members on Monday awarded the $196,760 bid to Alternative Landscaping for repairs at the landfill, citing the fact that it was the only bid submitted and completion of the work is necessary.
“This repair is just kind of crucial to make sure we are optimizing the current system,” Corey Wagner, the city’s solid waste manager, said during the evening meeting.
The city had originally budgeted $100,000 for the repair, based on preliminary cost estimates available when the budget was prepared.
Despite several companies going for a site tour in preparation to place bids on the work, only one company ended up submitting a bid for the project.
“None of those that came for the visit actually submitted a bid, unfortunately,” Wagner said.
“It’s unfortunate this is the only one we got.”
The city also didn’t hear from the non-bidding contractors on why they decided not to make a submission.
The work includes fixing multiple collapsed or blocked lines, which are used to collect landfill gas.
The landfill gas collection system helps reduce odour, greenhouse gas emissions and the risk of “uncontrolled gas migration,” a council report attached to the meeting’s agenda states.
The repair is needed to meet Environment and Climate Change Canada’s landfill methane regulations.
Wagner said future updated federal regulations will set more stringent guidelines.
“Future surface methane monitoring is expected to be implemented in the near future, which may determine the need for an expansion of the current system,” the report said.
Mayor Jeff Fawcett said it was “unfortunate” that the city received only one bid.
“It is sort of frustrating that it would be that much over the budget on that,” he added.
The extra $96,760 that wasn’t budgeted for will be taken from a city reserve.
