The RCMP has finished its investigation into the death of a woman following a suspected overdose at former Brandon city manager Rod Sage’s house.
“The RCMP has concluded it’s investigation and has forwarded the report to the Province of Manitoba for review,” a late Friday afternoon email from Manitoba RCMP spokesperson Paul Manaigre reads.
The review also includes the Brandon Police Service’s subsequent investigation into the incident.
The RCMP first launched the review on Oct. 4, 2019 after then attorney general Cliff Cullen requested the RCMP review both the circumstances of Mitchell’s death and the Brandon Police Service’s investigation.
Sage was first placed on paid administrative leave in mid-October 2019, during the investigation. He formally retired from the City of Brandon on February 21, 2020.
Police became aware of Mitchell’s death on July 11, 2019 from a member of the public and opened an investigation immediately, Brandon Police Service Sgt. Kirby Sararas told The Brandon Sun at the time.
Mitchell, who was 30 when she died, had overdosed on purple heroin while living at Sage’s house. She had been living at his residence for nearly five years, family friend Cathy Bell told the Sun in July 2020.
City treasurer Dean Hammond was acting city manager before the City of Brandon hired Ron Bowles for the role.
The Sun reached out to Minister of Justice and attorney general Cameron Friesen and Manitoba Justice for comment on the report. A spokesperson for Manitoba Justice confirmed the minister had received a copy of the report but did not specify if it would be made public.
“The minister has received the report and we thank the RCMP for their efforts in this matter. The report is currently being reviewed. It would not be appropriate to comment further until this review has been completed,” the statement reads.
Manaigre said the RCMP could not comment further on the contents of the report.
The Sun did not receive a response to a follow-up question on when the report was handed over to the province.
